Instant Pot Stuffed Pepper Casserole

This is a nice, quick and easy meal, perfect for a busy week night.  The flavors are wonderful and the dish is hearty and delicious.  Enjoy!
Ingredients:
-1 lb ground beef
-1 small onion, finely chopped
-2 green bell peppers, diced
-2 Roma tomatoes, chopped
-1 (4 oz) can diced chiles
-1 (24 oz) jar meat flavored spaghetti sauce
-2.5 cups water
-1 1/2 cups white rice
-2 tsp chili powder
-1.2 tsp salt
-1 tsp garlic powder
-shredded mozzarella, to garnish
Directions:
Set your IP on saute.  Add the beef and cook until nice and brown, crumbling the big chunks as it cooks. Turn the IP off.  If there's fat, go ahead and drain it.
Add remaining ingredients, except for the cheese, into the IP.  Give it a good stir.  Cover and set the valve into sealed position. Set to manual, high pressure for 12 minutes.
Do a natural release.
Scoop casserole into dishes, top with some of the cheese and enjoy!
